I live in California and we have the same easement issues here. My husband and I addressed the problem by putting decorative paving squares in the easement area. If you want to have greenery, large potted plants can be placed out there as well. Both are easily removed and replaced if the area needs to be dug up for utility repairs.

Very excellent point of view. The law clearly gives the public utility companies (water, sewer, gas, electric, etc.) an easement to install, maintain and remove their utility lines though every property and landowners are forewarned not to install permanent buildings or improvements in those easements. Plantings may be installed with the understanding that the utility has a right to remove same and is not obligated to replace or compensate the land owner. They usually replace driveways and walks but not plantings.
